The Cuyahoga County Board of Elections conducts and supports elections, making decisions related to the operation of elections in the county. It consists of four voting members: two Democrats and two Republicans. The board certifies issues and candidates that appear on ballots, and it certifies election results. It also makes logistical decisions, such as how many voting booths and precinct scanners to allocate to polling locations.

After approving the minutes from last meeting the board discusses how House Bill 458 will change the election process. A summary of the bill can be found below. legislature.ohio.gov/legislation/13…

Board member Inajo Davis Chappell brings up 630 cases of election fraud in the state of Ohio which was discussed at an election officials conference saying, “It is our duty to find out if any of these 630 cases of fraud [occurred] in Cuyahoga county.”

Public buildings, such as schools are not allowed to charge the board of elections rent, but they can charge fees. Cleveland Metropolitan School District did not charge fees in 2020 or 2021, But in 2022 at the board of elections received a bill for all three years.

The Metro School District fees will be coming out of the 2023 budget, but a stipulation is expected to be added to their contract with the school district in order to ensure timely bills.

Resignation and appointments were approved notably Danny Kelly Cleveland City Council to represent Ward 11 replaced Brian Mooney who resigned to serve on the Court of common pleas.

Also appointed today was was Republican Judge Joan Synenberg who narrowly lost her appointment to Mooney and was then appointed to a vacant seat on that same court by Governor @MikeDeWine.

Next is the acknowledgement of field performance report from the Nov 8, 2022 Election. According to the report benchmark goals were met over all, but some numbers were not ideal.

One place where the numbers were "not where we want to be" was in signing the reports for security purposes at the closing of the election.

According to the representative presenting the field report there will be some changes in how the @cuyahogaboe will be training poll workers when it comes to provisional ballots and to reflect changes made by HB 458.

According to the report 136 polling locations had one or more provisional ballots that could not be counted due to election official error. A majority of these errors are due to missing information that election officials do not identify before the voter leaves.

Standard resources were allocated for the May 2, 2023 election.

@cuyahogaboe is continuing negotiations with Clear Ballot for new election equipment. The contract will not be done in time for new equipment to be available for the May 2, 2023 election.

Moving on to security -- the secretary of state has granted @cuyahogaboe an extension in 4 areas of their security overhaul: additional cameras in both board of elections buildings, a software back up device, a new security system in Halle warehouse.

The board will be sending out reminders to voters who have had a change of address with the post office, but not registered at a new address and to voters who haven't had any voter activity in 2 years.

Public comment -- Rev. Pamela Pinkney, who frequents city council and board meeting in protest, spoke about mass incarceration, racism, who security cameras benefit and House Bill 458.
