Members of the 10th Police District Council stressed the need for de-escalation and anti-violence work amidst a rise in shootings in the community.

Rosemarie speaks to two major hotspots of violence between gangs: 21st and Fairfield and some blocks between Rockwell and Washtenaw. Things have been emotional and heavy recently with violence in Little Village, she notes.

Rosemarie is working on door knocking and on how to extend networks of ground folk for deescalation tactics (including groups called flippers) instead of defaulting to calling the police.

The whole point of the Pretrial Freedom Act is that money should not be a factor to make release determinations. There should be a shift from a wealth-based system to a risk-based system, the presenter stresses.

The main element of the Pretrial Freedom Act is abolishing the money bond. Secondly, it aims to make release the norm pre trial, and detention should be the “carefully-limited exception.”

To put somebody in jail pre-trial, first a prosecutor must motion to detain the individual. Second, the prosecutor must prove one or both of the following: 1) that the individual would pose high risk of doing harm to somebody else or 2) pose high risk of fleeing.

A next speaker speaks to how the Pretrial Fairness Act has benefited victims of gender-based violence and domestic violence. With the act, a victim of violent crime is required to be notified of an initial court date/location and of their rights (orders of protection, etc).
